1- Which is the coldest month in Toronto?
February

2- How cold does it get?
-34C to -40C

3- What is the average temperature during Winter?
-15 to -18C

4 - How many layers of clothes should someone wear?
Minimum is 2 layers, the last layer is a good jacket. On a very cold day, a thermal underwear for both the upper and lower body will keep you warm.

For newcomers, I really recommend a good outer jacket. Windproof and waterproof. I like a jacket with hood since it's stop the wind from passing your face, else make sure you have a good toque and a scarf. You need gloves.

1- Which is the coldest month in Toronto?
January-February

2- How cold does it get?
It has been known to get to the extreme -30's Celsius that some people have already mentioned, but the winters here have been really mild and not very snowy.

3- What is the average temperature during Winter?
-0 - -10 Celsius over the course of the entire winter.

4 - How many layers of clothes should someone wear?
-Best to wear a T-shirt under a fairly warm sweater + good winter jacket (though my winter jacket is really warm and I find it just enough without a sweater). You'll find some businesses and offices keep their temperatures ridiculously high and you'll be sweating buckets once you're in them for more than a minute or so.

Toronto's climate is moderated by its southerly location within Canada and its proximity to Lake Ontario; its climate is among the mildest of any place in Canada east of the Rocky Mountain range. The city experiences four distinct seasons with considerable variance in daily temperature, particularly during the winter months.

Toronto winters are usually accompanied by several cold snaps where maximum temperatures drop to the -10 °C (14 °F) to -15 °C (5 °F) range, often made to feel colder by windchill. Mild days also occur throughout winter, with temperatures around 5 – 9°C (40 – 50 °F). The average maximum temperature in January is -2.1 °C (28.2 °F), and the average minimum is -10.5 °C (13.1 °F). Summer in Toronto is characterized by long stretches of humid weather. The average July maximum temperature is 26.8 °C (80 °F), and the average minimum is 14.8 °C (58.6 °F). Daytime temperatures sometimes approach or exceed 35 °C (95 °F), but usually for very brief periods.

Precipitation is fairly evenly distributed throughout the year, but summer is usually the wettest season. The average yearly precipitation is 793 millimetres (31.7 in.), with an average annual snowfall of about 115 centimetres (46 in.).

I've lived in Ontario most of my life...and recently moved from Windsor to Toronto. Basically...winter in Toronto (Ontario in general) is cold. November is usually rainy and cold, December we start to get the snow, but still a lot of rainy crap. I find January the coldest...and sometimes, it get REALLY cold...like minus 20, plus windchill. February is freezing too. Toronto gets the lake effect, which can make it even colder at times. I suggest you get yourself a lot of hoodies/sweaters and a good winter coat, as well as gloves/mittens and a hat.

February it can go below -30, and the wind chill is a killer. Last Feb wasn't bad, with an average temp of -5.7 C. Our winters are getting warmer, but the chill can come on suddenly!
