I don't think immigrants are allowed depending on where they come from. It is a matter of happen-to-be.

There is equal (immigration) opportunity for every nationality. This is why countries w/ high volumes of immigrant applications (such as Mexico or India) are no longer eligible to join the visa lottery program. And also why there is a predetermined number of immigrant visas available per year. The USCIS would like to promote diversity.

However, certain groups still have bigger populations (e.g. Mexicans or Cubans) than others because people from certain countries (e.g. Norway or Finland) do not have any wish to migrate because of economic or political reasons.

there is no discrimination they just have to go through the naturalization process which includes speaking english
