Its the water vapor in the exhaust hitting the cold air. Just like when you can see your breath. Basically, the vapor condenses quickly into fog before dissipating.

It can be steam or it can mean your cars engine is burning oil somewhat. It's easier to notice in the winter. Sometimes it can just be from the heat of the exhaust. The more oil the car is burning the blacker the smoke will be.
