Depending on your ages. Ask her is she would like to go have coffee, a drink etc, after school or work. Make it a public place and with separate transportation. Just talk about simple things, work, school, likes and dislikes etc. Don't push her about dating or how much you like her.
when you part, tell you what a nice time you had with her and if she wishes to do it again, to give you a call.

Tell her. "I know you are not sure about me, but I would like to take you out for some icecream. That way we can get to know each other. And even if you decide you don't like me, at least you got free icecream."
I find if a girl won't make time for icecream she probably isn't worth the trouble anyway.

Tell the girl your friend bailed out on you the last minute and you're looking for someone to go to the movies with and ask her if she wants to come along on Friday or Saturday night.
If she's interested and she thinks your ok, she'll come with you.

Spend some casual time together. Coffee houses are good for this. It's laid back and whenever you two feel its time to leave, you can leave anytime. Unlike dinner, if it gets awkward.....you still gotta finish dinner!
Just take your time, and let her get to know you and why she should like you!
