Call animal control. lol I would definately talk to your neighbor about keeping the cat inside at night because putting anything down to deter the cat from coming around is also going to affect your own cat.

First of all - please DON'T call animal control. How would you like it if your neighbor were to call animal control on YOUR cat since your cat has the run of the neighborhood as well? Wouldn't be a pleasant experience to come home from work one day and discover your beloved pet has been put to sleep.
Is the cat causing problems with your car by sleeping on it? Are you certain he is the ONLY cat in the neighborhood that gets on it? If so, put your car in the garage and block the crack so neither cat gets in or out.
You could also resort to a trick someone in our neighborhood used: put a motion detector on a sprinkler and set it near your car. It'll go off whenever Puss gets in the vicinity and will train the kitty not to get onto your car. Worked like a charm with this guy's boat and now all the neighborhood cats stay away from the boat even though he doesn't use the sprinkler any more.
Finally, if the amount of food your neighbor's cat is eating is causing you financial distress, explain the situation to your neighbor and ask him to purchase a bag of food for you to feed his cat from. Otherwise, just be happy the cats get along well enough not to fight it out in the garage in the middle of the night!

If you also allow your cat outside, chances are someone else in the area is wondering the same things about your cat. The best suggestion I can offer is to keep your cat inside (that takes care of the other cat going through the crack and eating your food). As far as keeping the neighbor cat off your car... you really cant. I guess if your cat was inside, you could put your car in the garage and all your problems would be solved. :)

Isn't going to happen. Your car is warm, he is cold, so he's going to sleep on it. Your garage has food, he is hungry, so he's going to eat it.
You can ask your neighbor to control his pets, but most people are inconsiderate when it comes to this. You can't get too mad at him -- after all it sounds like you let your cat not only go outdoors but roam the neighborhood too.
Why not keep your car in the garage and the door closed?

Animal control in my neighborhood has nothing to do with cats. But, different places have different regulations regarding cats. My only suggestion here is to shoot the cat with water gun when it is on your car or in your garage. But you might want to check with your neighbor to make sure they don't mind.

You really can't control that, unless you park in the garage and close the door. You can't toot your horn too loudly, as your neighbors are probably cursing at YOUR cat for the same reasons.
