It depends on what you mean. One can be baptised and not be filled with the Holy Ghost. To be filled in Acts 6literally means to be controlled by. This power enables Christians to do the otherwise impossible. Being baptised in the Holy Ghost can refer to being baptised in His name which is common. When one is fillled it is well known to every one around them. Sometimes people who have the Ghost are not always filled! Make sense? I would look up verses for you but I have to go. Anyone who accepts Christ is "baptised in the Holy Spirit." But only those who really work at it can be "filled with the Holy Spirit."
Being filled with the Holy Spirit is called Anointing or Unction. How much room do you make inside yourself for God?
Some folks don't make much room at all. But they are still baptised in the Spirit.
Some folks give up their whole lives for God. They push everything else out of their lives and live only to serve HIM. They are filled with the Spirit - AND - as such, they would be your biggest miracle workers.

Being baptized actually requires one to do the whole baptism thing, there are many disputes among the denominations of the Church as to which is the most accurate form of baptism but anyways they all agree that it involves water. Being filled with the Holy Ghost can happen at any stage and many times, whereas baptism is a once off kinda thing.

I have never quite heard it that way....Matthew 28:19 states "in the name of the Father and of the Son and of the Holy Spirit."
However; I know that Jehovah's Witnesses batisms are invalid. They changed the context of the scripture to "in the name of the Father and of the Son and in the name of God's spirit directed organization" (the Watchtower Society)

I'll try my best to answer this being baptized in the holy ghost is what is sied during baptism ( in the name of the farther/god/ the son/Jesus/ and the holy ghost /the comforter that Jesus sent when he ascended to Haven'/. being filled with the holy ghost is what hapened in the bible when Jesus ascendant to Haven he l sent to his disciples a comforter which is the holy ghost and then they all star to speak in tongs. well thee you have it to the best of my ability at least good question
