These are just dry skin bumps. Try using a loofah or a washcloth when washing. Use a light lotion after you shower. I have seen these before and that has always worked. More common when the weather get colder because we are more covered up.

I used to get tiny white bumps on my arms when I was younger from not enough sun exposure. Now my kids get them during the winter but it goes away during summer. Get some sun (with sunscreen) and see if that works.
