One summer, I had a part time job helping at a golf course. I would go out with the greenskeepers (there were 2) early in the morning to move the pins. They had a map of every green that told them where to put the pins (and where not to put the pins!) For instance, no pins on inclines that would affect the ball at rest - meaning if you hit a putt, it wouldn't roll back to your feet. There were 'place' areas and 'do not place' areas indicated for every green. So place ment can include making the ball travel in odd ways from clubhead to hole, but take a ball and place it near a hole and if it stay still, the hole is properly sited. If it moves, complain to the greenskeeper. (Oh, they love that! Next week 6 inches from the fringe!)

No. Most of the "Cup-Cutters" have a level built into the top of the handle and therefore the cups are usually cut so the sides are vertical. If you have found them cut at odd angels it's the fault of the person who cut them as an individual.

no, the greenkeepers cut the hole in the direction of the slope. They do not slope them intentionally. The only way that the cup should look sloped is if you are really on a slope.
