In Spain, it's more likely to be mono/a, que monada (how cute)
chulo is more like cool (in its positive sense) and, over here, it has a more negative meaning usually, such as: El es un chulo, meaning either that he's conceited, full of himself, or a pimp. (Different from Es chulo).
