having just returned from China and not being sure what you mean by small banks I can answer in a general fashion .. on every street, in Beijing, there appears to be at least one bank every second or third shop or building .. there are countless atm's and even in the markets and multi storied shopping complexes there are atm's .. most accept foreign credit cards .. even in Xian there appears to be a bank every 100 yards or so
