49175 is the starting number for Visa Electron card, irrelevant of who the issuer.

Visa Electron is issued predominantly by Bank of Scotland/ Halifax

Its a debit card prefix for visa, it isnt particlular to any bank or building society. Two of my cards start with that number form different banks.
