There's actually an old-wives-tale remedy for arthritis... drinking raw potato juice (yum)... but to answer your question no it won't hurt it might even help.
As for the eyes though, that's where new roots would grow out if it was still underground, I'm not sure how tastey it'd be and I know it's not healthy... here's a site that tells you about potato poisoning.

Potatoes in general aren't dangerous, in fact a baked potato is one of the healthiest things you can eat, but as a member of the nightshade family, the eyes, if they are growing, and green skin or peelings, are poisonous to eat.

I was raised on a potato farm in northern Maine and the answer is no...The only part of a potato you do not eat is the Green Skin...That is sun burned and my dad would never let us eat that part.

Never eat potatoes that are spoiled or green below the skin. Always throw away the sprouts.
Potatoes that are not green and have had any sprouts removed are safe to eat.
