you should take him to the vet to get an exam to make sure he is healthy and while you are there you can ask how old he is and if it is time to get him neutered.

Nope he is not neutered. The balls in cats are completely removed. If they are both round and protruding then he is intact. But the good news he is a male they only cost 60.00 approx. to neuter. The teeth can tell you about his age. A vet is better at that.
During its lifetime, a cat has two sets of teeth, a deciduous set and a permanent set. Kittens have 26 deciduous teeth (molars are absent); adult cats have a total of 30 teeth.
Deciduous or ?milk teeth? begin to appear when the kitten is about four weeks of age. At six weeks of age, all 26 deciduous teeth are present. From 11 to 30 weeks of age, kittens lose their deciduous teeth. During this time they may eat less because of sore gums.
When the deciduous teeth fall out, they are replaced by 30 permanent teeth. The permanent teeth should be in place by about six months of age.
A cat?s teeth are well-suited to rip and cut. Twelve tiny teeth in the front of the mouth (incisors): six in the upper jaw, six in the lower jaw do some scraping. They are flanked by two upper and lower canines, sometimes described as ? fangs," designed to hold prey and to tear flesh. Ten sharp premolars and four molars act together to cut food.
A cat occasionally retains a deciduous tooth after the permanent tooth appears. This deciduous tooth should be removed as soon as possible to avoid displacing the permanent tooth

If a male cat is neutered at a late age, his testes may still retain most of their size. But in general, if they are very large, chances are he's not neutered. You can also tell by looking at his face. Whole males have huge jowls. It makes them look so cute too! Another way to tell is by his behavior. Male cats are not very friendly at all. If they do approach you, they will almost never let you pet them or pick them up. In addition, they spray to mark their territory. As for age, it's very difficult to tell the exact age of a cat unless it's very young or very old. Most homeless cats, however, have a 5-7 year lifespan at best, so chances are that this cat is not too old.

you want vet answers or guesses, set an appointment with them so they can see the cat, tell you it's age, and tell you if it's chipped and belongs to someone. Remember that if you plan to keep him you have to get him licenses, dewormed, shots (2 kinds), feed him, tend to his needs when he gets beat up if he's an outdoor cat, and clean the drips off your walls and curtains if you ever let him inside your house. But I'd check first if maybe he belongs to someone else. If you take a pet to the vet and pay for the cat's checkup, etc. you are claiming them if they don't have an owner.

if his balls are huge then he isnt neutered...you should take him to the vet to make sure he is ok and while you are there make an appt for him to be neutered, have his shots and ask the vet they can estimate his age by his teeth

Well, generally speaking if his balls are huge he's uncut. But you need to take him to a vet to be sure, and they can make a guess of his age.

The vet can tell you if he's neutered and age. They tell the age by the amount of tarter on their teeth.

Take him to the vet; he's going to be the only one who can tell you. You have to take him anyway to get him all his shots and to see if he has anything wrong with him.

this my sound wrong but you can feel of his scrotum and if you feel two peanuts then he is not nutered. though if he is a young kitten then you may not be able to tell. i can't help you about the age thing though you have to ask your vet
