Everything depends on Your Nationality and where are you coming from and Going to???

If you're a US Citizen coming from Us and going back to US..You just need Proof og Who you are ( ID).

If you're Not a US Citizen then you need all your Nationality requierements to enter a US State..

Puerto Rico and the US Virgin Islands are considered Possessions of the US aka almost a State..

No, the State Department clearly state that U.S. citizens will not need a passport to travel to or from P.R f. The new law does not apply. Airlines might ask for a passport because of their own policies, just to make sure. American Airlines doesn't ask for a passport, just an ID, but Continental is asking for them. It all depends the airline you choose, just asked before booking your flight.
