If they are white then they are white spots(seriously thats what they are called)which are blocked pores. Exfoliate a couple of times a week,but don't do it too hard cos it'll make your skin sore.

i dont think its ageing because i had several of them as a teenager and i dont think they are white heads as such because they are tiny rock hard balls. mine dissappeared as i got older some i picked out (which i dont advise you do) and rest just dissappeared. Dont be to concerned by them though

I call them acid spots, but I don`t know what causes them.
