ALL Wicca are priests/priestesses as Wicca is a religion without laity meaning that Wicca in itself is a priesthood.
When someone first becomes Wicca then this is first degree when they are welcomed into their coven and taken their oaths so they are privy to the inner-court teachings [beliefs, practices, doctrines, gods and mysteries of Wicca]. Second degree follows where the person in question shares responsibility within the coven with the high priests/priestesses. Third degree is where a person has advanced both in the craft and in their ability to support and lead, they become high priest/high priestess and can hive off to form their own covens. There are degrees in covens, and any level after degree 2 and you can rise to priest or priestess. after degree 3, you have the opportunity to break away from the coven and start your own as a priestess. At least that is as far as I am aware, it has been a while since I was part of a coven, and I am not totally wiccan anymore, more eclectic now.
I suppose the degrees at which you can become priest/ess varies between traditions, but I have read many books that have said it is possible at degree 2. I never got that far so I wouldn't know.

Level? There are degrees in certain sects of Wicca. Gardnerian Wicca has 3 degrees. And you can't obtain the title of High Priestess until you complete those. Other sects have something similar, but in all my yrs as a Wiccan, I have not heard of such a thing as "high up level" or anything that would resemble it. Maybe he didn't understand what his friend was describing and just used that to describe it? Possibly, he's a High Priest (or she a High Priestess) and, according to many of our sects, could not explain in detail HOW one obtains it.

Yeah, I'm pretty sure the only "rank" in Wicca is being a Priest/Priestess, a High Priest/Priestess, or a Priest/Priestess in Training.
Maybe some covens have ranks based on the length of time one has been in the coven and that person's understanding of the religion.

Some say a high Priest/priestess is a 3rd level witch. but you dont get any higher than that. I think there is 3 stages! But a Solitary Wiccan?witch can be just as well versed and powerful as a high priest. The only difference is that a highpriest is recognized on paper and can marry a couple and things like that!

Oh, just what we need, another hierarchy! See what it's done for the other great faiths of the world.
I can see crediting people for experience and aptitude, but I am very suspicious of authority and power games. Ultimately, it's us and Nature. Anyone in between is a poser. Listen, learn, but do not surrender your decision-making power to another!
