Assuming you have all of the basic equipment.... Guns, ink , needles.... You should invest in an autoclave to sterilize your non-disposable equipment. You should select your potential location based upon both pedestrian and vehicle traffic and accesability. Naturally if you are near a beach or college campus, you should be able to draw from those crowds more than retired homeowners for example. I would also imagine that you will need several business licenses and certifications.... One of the most important would be from the department of health.... probably stating that you're certified in operation of the autoclave, you practice safe artistry and are educated on how to minimize the risk of communicable disease. This will vary both state to state and from each individual town or city within that state.
Some advertising is a good idea, word of mouth is really strong in the body art industry and helps build a reputation quickly. Having solid, accomplished artists who are dedicated to the craft is a must!! You may consider having a building space slightly too big at first, but allows room to expand your business without having to move the entire operation. The last thing I would suggest is to have guest artists that come in for a month and work independently in your shop. They will make their own money, but at the same time draw more people in to see the rest of your staff as well. Hope this helps some and good luck to you.

That kind of depends on your state and county. We had to get a zoning variance (conditional use permit) because many cities aren't zoned for tattoo shops. The first place I suggest you go is to the city to see what kind of paperwork is required. If there is zoning for tatt shops then you are well on your way...if not....the city counsel will have to decide whether or not to let you operate within city limits. Once all that is done find a location in the parameters that the city/county set, get your license and go to it.
One thing...some businesses don't like having tattoo shops around....beware of over eager landlords!!! I got screwed by one...come to find out he hates tattoo artists and shops and has screwed more than a few at the location I rented. When you find a place you might want to ask the neighbors if they are okay with you being there....they can make all kinds of trouble for you if they aren't.
I'm hoping you already have chairs, flash and an autoclave for the shop and if you are tattoo artis that you have all of you own stuff...machines, ink, needles and the like.
I'd try to find a place that has plumbing in every station, old hair salon's are a good choice there.
Try to be where there is foot traffic. Off the beaten path is okay if your artist has a following. Advertise when you first move in....after that word of mouth should do the trick. If you are in a town with lots of hotels...get to know the concierge in all the hotels...they are a great advertising tool.

Make sure you know what you are doing, and never ever re- use dirty needles! It may look cool and easy. Hell, you may even be a great artist!" But remember" skin is not paper, and there is no erasing! But ....to answer your question go buy a tattoo magazine, and you will find almost everything you will need! Also go talk to your local tatoo artist and ask him, I am sure he will be more than happy to answer all your questions. and hate you for trying to be the new "BLOOD" in town!
