Probably it would be fine, but there are crock pot liners on the market. (I think made by the Reynolds Wrap people) They're supposed to keep the crock pot clean. I used one once and everything started out just fine, but after a few hours, the bottom of the crock pot broke! I had to throw away the meal just before dinner! NOT COOL!!! I had the kind that you can pull the pot out for washing. It was fairly new and had no cracks before I started. Maybe I just had bad luck, but I don't recommend them to anyone!

I would write to the company that made your crock pot and tell them that you love it and have used it so mcuh that the paint/glaze is wearing off. Who knows-they might just replace it for you to keep a customer happy. At least they would know if it was safe or not.

That is the ceramic under the glaze. It shouldnt hurt you if you ate it, but it is time to replace the bowl. If the glaze has come off that bad it could break when heated or while cooling

When the crock is cracked, I wouldn't use it anymore. Get you a new and be on the safe side...

eating your crock pot, is not a good idea
just kidding, it is fine, they use non-toxic ceramics/paints etc. to finish it, they have to. :) enjoy.
