You can purchase Acronis Disk Director Suite. ADDS is very reliable and simple hdd manager that enables to run and manage multiple partitions on your pc. Also using ADDS you can resize, move, copy, split, and merge partitions without data loss as well as recover accidentally deleted partitions.

I use gparted it is a free program that does everything I have ever needed it to do. With GParted you can accomplish the following tasks: Create a partition table on a disk device. Enable and disable partition flags such as boot and hidden. Perform actions with partitions such as: create or delete resize or move check label copy and paste

If your second operating system is linux then you dont need to worry as most linux distros will install without fuss and will use a linux boot manager (such as grub or lilo) so that you can select which partition to load every time.

If your second os is going to be windows again, perhaps you might need to buy a program such as boot magic.

~Why not just place the installation CD and when it asks for the file location point it to the new partition.
