Pins and needles is primarily a sensation related to small nerves.
'Peripheral nerves'
Anything that upsets it - makes you feel like this - for eg - if someone taps you hard behind the elbow.
So if any pressure on a nerve higher up, or any reduction in blood supply causing the nerve to suffer can cause you to experience pins and needles.

It is because you have a lack of blood flow to your leg or foot. When you get pins and needles is when the blood flow is moving back into the area of blood loss. And, so you have a mass sensation of feeling in the area.
