once i had taken i photograph from any camera/mobile cam/digii cam,can i improve the picture quality of exisiting one?
if yes than pls tell how to do that?

First make sure that you have selected the best possible resolution for your phone's camera. That determines what information is in the actual picture.

After that copy the picture to an imaging program (like Photoshop, Photoshop elements, or any other that can control resolution). In Photoshop you select IMAGE and then IMAGE SIZE. Look at the resolution box that comes up. It will show you what the camera collected. You can then try changing the number to a larger one. For example if it says 75 pixels per inch you can type 150 in there. The program will then fill in dots in between the real dots (like the average of both of them). The image will look like it has more info and won't be jagged. Of course it doesn't really have added info, just better use of the info that was already there. If that looks OK save it under a new name. You could try increasing the number more and more until the picture looks bad - which means you went too far.

There's not much you can do to improve existing low-resolution pictures. You can't display details that weren't stored in the file to begin with.
There is a trick to make your prints look smoother though: interpolating. This is when you take a file with, say 480x640 lines of resolution, and run it through Photoshop to fabricate tons of in-between lines based on the existing pixels.
If you have Photoshop or a similar program, open the image and change the image size to around 3x the original amount of pixels using 'bicubic smoothing'.
