Two factors which could constrain safe, healthy and productive working environments?

Can you re-phrase this? Or do you really mean 'Constrain?' A good safe, healthy and productive working environment needs correct environment (Light, temperature, ventilation, tools, safe practises etc). But to constrain these you would need to remove or alter some of the conditions. Like make it too dark to work properly, or remove the ventilation and watch everyone fall asleep, or remove the rope securing the ladder, etc.
Not sure if this answers the question or maybe I misunderstood the question.........?
