all depends on why you're saying it
If you've done bad and want to apologize - Je m'excuse -
If you bump into someone in the hallway - Je suis desole -
If you want to interrupt someone ( politely !!!) - Pardonnez moi -
If you want to walk by someone and they're in the way - Pardon-
also depends on who you're saying it to
Desole is more 'formal' talking to older ppl, or a boss or something like that
Je m'excuse you could say to your partner, friends, family ... a little less formal
Pardonnez moi & pardon is more like saying 'excuse me'
not 'I'm Sorry'

Depends on the context it is used:
1)Je suis desole,(apologies)
2)Mes excuses..(polite conversation)
3)Pardon...(if discomfort is caused by you)
4)Je regrettes....(formal....not necessarily hearfelt!)
