Depends on what words you use. If the the glass was originally full, then it would STILL be half-full or ALREADY half-empty. Vice versa if it was empty at the start.

If you take a full glass and remove half of it then it will be half empty.
If you take an empty glass and pour enough liquid into it it will be half full or full.
