It's supposed to be 'fish', and it's supposed to be by Bernard Shaw in order to show the illogicality of English spelling.
However, if it *was* by Shaw, then he went rather amiss, because English pronunciation doesn't just depend on the letters, but where they occur in the word. For example, 'gh' can be pronounced as 'f', but certainly not at the beginning of a word. Also 'ti' is never pronounced as 'sh', but 'tion' is pronounced 'shun' at the end of a word.
It's a nice idea as a bit of fun, but it certainly doesn't demonstrate anything at all about the pronunciation of English.
