Complain to your supervisor and ask if he can transfer either one of you to another building site. Make sure he understands you don't want this guy to know you told him. If it's more than just looking at you and "accidentally" touching you, talk to the police and see what advice they have for you.
Try to stay away from him and never be alone with him. (I'm sure you already are)

Could you change jobs? Brag (even if it's a lie) about your latest g/f, and how much you're attracted to HER. Could you report him anonymously? I'd run, real fast, to another job.

also take some self defense classes. they not only teach you how to protect yourself from being mugged. they can teach you how to prevent or stop unwanted attention, or grouping; how not to be a target for some sick freak.
