Top 5 is kind of hard, because how do you determine the top 5? I will do the top 4 because that is easier.

President - GW Bush served as an officer in the Air Force National Guard. Trained as an F4 pilot.
Vice President - Cheney has none
House Majority leader - Hastert has none
Senate Majority leader - Frist has none

Democrats? Here they are.

House Minority Leader - Pelosi has none
House Minority Whip - Hoyer has none
Senate Minority Leader - Reid has none
Senate Minority Whip - Durbin has none

Military leaders aren't elected, they're promoted. Elected Officials let the Generals take care of the military, as that is their job.

The military is subject to CIVILIAN leadership: The President. Whether that person has or doesn't have military experience is irrelevant.

Besides, doesn't Bush have more experience than the previous commander in chief? It sure didn't matter that Dole was undenibly a war hero in 1996.
