Strict in what sense? Access? Visas? Both seem to "work to rule". Neither is very accessible.
But then aside from necessary consular services embassies have been made largely irrelevant to the general public by CNN, credit cards, travel insurance, FedEx, Internet and other services that were scarcely dreamed of in the 1950s and 60s. And right through the 80s in some cases.
