Interesting question.
We know from statistics that voter turnout is heavily influenced by the weather.
And we know that God controls the weather.
Speaking to Pontius Pilate, Jesus said,
John 19:11 "Thou couldest have no power at all against me, except it were given thee from above:"

These are processes that depend on thousands of factors related to voters, environment, propaganda levels, candidate's merit/demerits,
weather, rains, riots, etc. The list is endless. It does not depend on any divine intervention or control. Let me hasten to add that it all depends on ones mind how we view it. A person who is strong believer of some faith may sincerely believe that it all happened because of his God. A bloke like me who believes in science and technology will think of logic and rationale just as I have argued above.

G-d does not control anything. He gave us the earth and gave us life. He gave us a brain with which to think and take care of ourselves and the earth.
A Jewish though on the subject--wish I could find it word for word--said G-d gave us the earth and life. Now it is our turn to do our share to continue and better it. We must help G-d, and be part of his world.
