I have a Yorkie and he used to do the same thing. He even tore my favorite jeans and got some of the skin. So, it can be a big problem.
First, DO NOT hit your dog. Animal training can be done without hitting, and you do not want to hit small dogs as a rule. Instead, startle your dog with a loud "no" or clapping when he grabs your pant leg. We also found that showing dominance by pinning our dog (pushing him onto his side and keeping him pinned down until he stopped squirming) helped a lot.
I think the loud noise idea is the best. If clapping or a loud voice don't work, (keep your tone low too, to simulate a pack leader growling. High pitched "no"s don't have much effect), try keeping a can of pennies handy to shake or hit the nearest surface (desk, counter, etc) to startle him.

He sees your pants a a play toy. Next time he does it yell real loud "och" like it hurts. If you continue to do it each time he will get the message that it is not what you want. While you are doing this do not push him away because this reinforces the play instinct. Make sure he has lots of toy to play with and once he stops pulling on your pants then distract him with a toy. Remember reward positive behavior, Ignore bad.
If after trying this for a couple of weeks and it is still not working check into a good obedience course that is reward based not punishment. Stay away from any that use choke or pinch collars. Both of these are dangerous in the hands of beginners and should only be used by people who know what they are doing.

Wrap you hand around his muzzle clamping it shut- firmly, but not painfully and tell him "NO!", then ignore him completely until he relaxes and behaves. Whatever you do, do not engage him in anything that could be seen as play- like kicking him away, or pulling him away with your hands. And do no pick him up and show him love because doing any of these things will reinforce the negative behavior.

Keep a squirt bottle with you when you suspect he is going to do this. When he does, squirt him right in the face to get his attention. Then once you have his attention, tell him NO in a firm voice, and if he doesn't stop, then spank him. (Not to hard, just enough to get the dogs attention.) We had the same problem with both of our dogs.

Have you tried the rolled-up newspaper bit? Every time he does it you smack him in the head with the newspaper and firmly say NO. After a while he'll learn what no means and you can lose the newspaper. Dogs learn by repitition, so stick with it!

i have 8 of them...could you only imagine ...smack their nose and tell them no...works for me...how old is yours? it just misses you when your gone and that's it's way of acting out...mine do all sorts of things..but be firm on your nos...if you want it to stop. good luck...love to chat with other yorkie owners.
