The neck is generally a taboo place to get a tattoo. Partly because it can't be covered up easily, making it hard for many to get a job since so many companies have a "no visible tattoos" hiring policy. There is even a slang phrase from them, "job stopper."
And many designs, when placed on the neck, have a prison or gang reference. Anywhere else, they don't have specific meanings, but the neck is used a lot to show the affiliation with one of the groups since it can't be covered, like an arm or ankle tat.
On females, the term "liscence plate" is used to refer if she has a back of the neck tattoo. It can imple loose morals, drug use, or used as a sex reference to rear penetration (doggy style.)
If you are thinking of getting one there, you might want to choose another spot. Plus, it's a very painful spot to get one.

Some people relate neck tattoos to prisons and/or gangs so it probably makes it difficult to get a job, but i know a girl with tattoo on the nape of her neck where her hair covers it so she just never puts her hair up at work

Placement of the tattoo is personal preference. It means nothing except to the wearer. A heart over the heart, or a pair of wings on the back, or a portrait of a loved one on the arm. They are placed to the personal likes of the person who is getting the tattoo nothing more.

No, no particular significance.
But think twice before getting one.
In a few years, it'll get all black and blotchy and you'll have to pay big bucks (and suffer more pain) to have it removed
