well I think you need to give him some little more time before you jump into any rash decisions. It's possible the guy is the shy type, who actually likes you but each time he's with you he finds it a bit hard to open up to express his feelings, one thing you need to watch out for, is that during your meetings, you need to know how he feels, his looks, his disposition when he's in your company, etc.
This will help to know if actually he's the shy type of guy or if he's pretending. Once, you have been able to establish this, if he's shy, then you can decide to do the talking or take the initiative by asking what he feels about you, asking him out on a date. But if he's not truthful or pretending, then you tell him off and look elsewhere for solace.

There are several things you can do. You can either wait for him to do something (Maybe he's planning something really romantic) or force him to act. He can use that romantic plan later on if he has one.
To force him to act, you can find another guy and go on a date. This guy who likes you will be kicking himself about it or may ask you out before you go on the actual date. In a sense, you are using the other guy.
You could ask this guy about his feelings for you.
It is a modern world now so girls can ask guys out. You can ask him out if you would like.
Good luck. If all else fails, there are other guys out there who would probably die to have a chance to be with a girl like you.

Please stop doing this before it is too late and you cannot get a job somewhere.
Now, regarding your question: This all sounds like grade-school stuff. Stay, wait, leave, find, whatever - in the long run, it will have no effect upon your life or his. This sort of thing happens over and over till you are in your 20's Get used to it now, and make any decision today that will not do damage to you, or him, or anyone else.
