I've been jogging for about 4 months on a treadmill, and in the beginning I'd frequently get lower leg pain, presumably shin splints. When this happened I would do much more walking than jogging, and the few times it was really bad I'd switch to the exercise bicycle. After about 2-3 months the pains went away completely. So if you just started jogging, take it easy if your legs are bothering you, and hopefully after awhile you'll have fewer problems and eventually no problems.

It could be shin splints. Try running on a low impact treadmill instead of the concrete. Or, if it's not possible to access a treadmill maybe run off road in the grass and see if that helps.
