Yes. Every TV has this facility.
The only way to make sure they don't see you is to wear aluminium foil on your head.
I'm not sure about PC monitors though...

a TV byitself doesn't contain any sensors EXCEPT sometimes (in older units) a light sensor that would automatically control the brightness of the screen and the infrared detector.
however, there's nothing to say that, someone couldn't put an external sensor on a set-top box that would detect how many people are actually in front of the set...but that wouldn't even help suituations like neilsen ratings were it's not based on people persay, but households, and one nielsen viewer represents so many households....
however, as of right now...nope.

If a household agrees to participate in the Nielsen Ratings they get a box device attached to their TV that records watching habits and the number of people in the room. But, the theme from Big Brother hasn't been mandated to the manufacturers ... yet.

There is this thing for the PS2, the EyeToy. It is a video camera that sees you and recognicez your movements. I was at a friends house and a bunch of us were sitting in the background and playing games on it.
The way they get ratings on TV shows is with one of those Nielson boxes

no, TV companies use a cross section of the population to estimate how many people are watching their program, or watch for power surges, e.g. boiling kettles when a 'huge' film is being aired.

No ... If your wondering how they get viewing figures ? Then that is collected in statistical data polls & using a panel of viewers to fill in there weekly viewing preferences and that in turn is turned into viewing figures.....
