also why is it so hard to fight the urge to see what your fingers smell like afterwards?????????

Not if you do it discretely. Excuse yourself to the washroom, or step around the corner where no one can see you and have a scratch. If you feel the need to sniff, then you probably need a bath, which may help with the itching too.

well the scratching your balls part? not rude, just embarrasing if you're embarrased by something like that. not me for sure. the finger smelling part? no idea i don't .

It is rude, but, only if you pull them out of your pants and scratch them. Otherwise, scratch away! It's no worse than someone smoking or even worse, spitting tobacco juice.

its shouldnt even be a question of legality, but of embarrassment, eww, im a guy too at least when i scratch i do it discreetly. grrr, why even bother asking this here! ...and me answering...LOL!!
