my mum told me a while ago that she had a baby shortly after me. 33 yrs ago. Is there anyway I as his sister by blood can legally find out about him.

I take it your mum won't tell you much? Is it too painful for her - consider her feelings about this too - you could end up arguing big time.
There must be some thing to go on, maybe trace the adoption agency?

Go to the police station and fill in a missing person's form. they will trace him/her for you. good luck.
