most commercial cookies have milk.
coconut milk out of a can is usually dairy free.
The simplest way to check is to look for a symbol on the lower front corners of the package that have either a K inside a triangle, a U inside a circle, or a plain K. That indicates it is kosher. If it is followed by a D, then it has dairy in it. If it has nothing after then it has no dairy.

No soy milk is not dairy. You also have an option of almond milk and rice milk being completely dairy free. You can get either cold pack or hot packs (don't need to be refrigerated until opened)

Coconut milk is coconut, it has nothing to do with cows milk. Its perfectly safe if compared to cows milk which is full of antibiotics, hormones and diseases like mad cow disease.
Try to get the book Fit For Life 2 and will gain alot of knowledge on food safety.
Btw there are numerous food that contain dairy product from cakes to chocolates especially.
