Certainly. What's to prevent you? If you have a credit card, you can buy a ticket for anyone to anywhere. It will be up to them, of course, to have passport etc. in order.

you can pay for an airline ticket anywhere, and have it printed out at the departure book in or a participating travel agent.

shure ya can i was just in newzealand last year . get a phone card and call a travel agent there . set it up pay for the tickets and they will even make shure he or she gets them .its cheaper to buy them there. you can shurely do this online with a credit card

If the money is going thru Stub Hub, then likely. I believe they are legit. If it's going directly to the seller, I sure as hell wouldn't do it.
