No. Plenty of traditions use oil for anointing, and most have a way of blessing or dedicating it as well. If you're looking specifically for Christian-blessed oil, I've seen it available from time to time in Christian bookstores.

What made the oil annointed/blessed???

Ps 62:11
God hath spoken once; twice have I heard this; that power belongeth unto God.

Ro 13:1
Let every soul be subject unto the higher powers. For there is no power but of God: the powers that be are ordained of God.

The oil, (or anything else for that matter), has no power whatsoever without God.

An annointing is a physical activity any person can undertake and oil can be blessed by anyone under the auspices of any deity.

If someone is not Christian,Then who will bless the oil,what use
would anointing a non believer have.Only a Christian would
would have use for Holy oil.

First of all, you could not consider or call something blessed if you don't believe. You have to be a Christian before someone, usually a priest administers Holy Oil to you. The case is different when you would like to establish your own religion and invent sacred vessels, vestments, and materials and call them all blessed.
