If this is allowed, when is it okay to do this?

A tree is a living creature, so if you cut it down, you are killing a living creature. Unless the plant has died already, I don't see any reason to get rid of it! It is giving you oxygen! On top of that, Allah has taught us that if you plant a crop and other people or animals take food off of it, you are performing an act of charity.

that's a very childish question but the answer is yes, if they need to use the palm tree for any reason.

i've heards somewhere tht muslims(actually,everyone) are not supposed to cut down trees unless necessary.makes sense.so i guess its the same for palm trees too.

They do it all the time, usually when a tree is diseased or dead. same as anyone else, really.
