It's an ego boost, which satisfies that part of the male psyche which has an imaginary harem at his beck and call.
Women are equally capable of behaving like this.
It's also a safe way to feel good about yourself because you know it doesn't have to go any further and you are in control, you've got someone liking you and perhaps dangling on your words.

The one you fancy is always there for you. so lets flirt with others. And Actually flirting with strangers is more common in women than men.

I think it's because they want to see if they can pull her anyway. For some it's a ego thing but for others they will take it anyway if they can bait and hook her. (These are just the first two reason's that popped into my head.There are still so many more reason's why they do it.)
