In the strictest sense, utilitarianism is not based on time, it's merely a matter of the greatest good (or least harm) for the greatest number - irrespective of time.

For example, if you put a drug in the water that would make everyone blissfully happy for a day, but take 10 years off their lifespan, then obviously, a utilitarian would not do it, because it causes greater harm down the road.
