In 1821 there was no "Portland Oregon", but I suspect you are refering to this event:

"After conflicts over territory turned violent in the 1810s, the British government restored the peace in 1821 by allowing the Hudson's Bay Company to take over the North West Company. The NWC had arrived in the Oregon Country as far back as 1807, so the Hudson's Bay Company inherited its forts there in 1821. "

I haven't looked at a map, but if this location is any place close to Oregon City, I suspect this is the location of one of the forts. Another would have been Fort Astoria.

The Portland Oregon trail was created in 1821.
