when i use regedit it says registry editing is disabled by administrator

Assuming this is your home computer...
You have to be logged in with an account that is an administrator, not a limited user.

If this is a work or school company,,,
You will have to have the IT support person edit it for you.

Scenarios:

S1) If you are the computer administrator (you have full access rights) and you still get that message, please be careful because it seems that a virus/worm does that. Scan for viruses.

S2) If you are not the computer admin then... sorry can't help you.

S3) Have you by any chance clicked the Immunize option in Spybot as that will stop you from being able to access the registry and many other admin functions. Turn off Spybot after de-selecting immunize hopefully that is your problem.

S4) Try getting Super Rabbit Magic Set from superrsoft.com to make your registry editable.

S5) Administrator does not disable registry editing, probabbly its the virus called rontokbro@mm. you can remove the virus but enable registy editing you will need the tool provided by symantec on their web.

i think you got a virus w32.rontokbro.

go to this site

find UnHookExec.inf

click on the unhookexec.inf

download it

right click on the file and install

you will get the regedit back

OK if you don't know how to get into you registry admin or not i don't think it is such a good idea you should be rewriting the registry anyway.
