I think your question is 'How could a person in a picture or video look at the viewer in all directions..?'.. Id that what you meant...

If that is your doubt... here's my explanation...,

Any subject of the camera, be it a still camera or a video camera, captured when they were looking at the lens (means the camera) will have this effect. Pretty simple.., Wherever is your position.., you view the person thro the FRAME (to which the subject was looking at)... U understand..??

Because the pictures in the photo and video see you always in all directions but not anyone standing infront!
