is it the best bet to lease... or buy a certified... or new, or used, or which one out of all the options...

No. When you lease a car, you have to buy the insurance AND you have to name the lessor (usually Chase Financial or some such) on YOUR policy, and cover them as well. You ALSO have to carry the limits THEY want you to carry, usually 100/300/100 as a minimum.

Leasing is a bad deal. You pay the sales tax for the leasing company, and if you buy out the lease, you pay the sales tax again. Same with title & registration fees - you pay the title the first time, and you pay it again if you buy out the lease. It's just a BAD DEAL.

The insurance is not included, it is your responsibility. Best bet,, when considering a first new car, is to buy a new base-ish model with the following options: A/C, Automatic Transmission and CD player. Chevy Cobalt, of ford focus are good for this. Never pay over sticker,, they will see you coming at your age,, bring you dad or a knowledgeable friend from work,, an middle aged guy scares them into being fair! ( not really), but just make sure he is partially balding, and you'll be fine. As an example, with factory rebates included my ford ranger truck was 13,150 out the door,, 2500 factory rebate and a 1500 dealer discount off the sticker. Sticker was 17,150. always just ignore the "added dealer markup" sticker on the side of the sticker for negotiating purposes. Buy new,, it's fun,, should be reasonable, and you get a nice car with full warrentee that's new, and that you can keep if you want, can drive as much as you want,, (Leases have miles allowable in the contract), and will build you credit rating up.

Insurance is not included, don't lease this is a hassle,buy certified used is good and a little better than just buying off the street but for the most part that is just a marketing ploy. The newer the vehicle you get, the happier you'll be usually. Read up on Consumer Reports magazine to get your best deal, talk individual repair shops to see what they think is good.
