Unless you know some lobbyist, the only way is through your MP/Member of Congress OR by writing a letter to the editor of a respected agricultural magazine and getting it published.
Anything else is likely to get lost in the volume of correspondence, and that is true no matter how good your submission.
As always, it's who you know, not what you know, that counts for more.

Use Internet it is fastest.
You can find the site of agricultural department (country).
Once at the site use contact us button and send them what you need to.
Tell them to deliver it to the agricultural minister( he may have E- mail address). In that case send it as a file attachments.
You may have to ask for E-mail any way so you can send it as a file to the department. Most contact only allow limited bits(4000).
