An engineer is someone who has normally done a university degree but in any case has the correct qualifications to practice engineering and is registered with the appropriate institution. A contractor is someone hired in (contracted) to do a job. He could be a bricklayer, a plumber, a designer or an engineer.

engineer is certified design professional. engineers needs to going through 4 years of bachelor degree study at university, and depending where you are, you need to have several years of experiences in the field and then you'll need to pass a test to have your title as engineer. engineer has huge responsibilities on the work they have done; a contractor is builder. you don't really need anything besides experience in the building field.
