Even People with Passport finding it very difficult to go to USA as rules and regulations are very strict and US embassy should be convinced by valid reason. So forget going to USA without passport . You can not even leave india without passport our police will put you in jail(Reality sucks...real consequence may be worser).
So apply for a passport instead of wasting time in asking this kind of unworthy question.

Hey Manish... travelling abroad without a passport is illegal and the consequences are very unpleasant to say the least. :-)
The easy and legal way is to apply for a passport at your local passport office and after you receive it (btw, in India it can take from 1 -3 mths for it to come through). you can go ahead and apply for a visa at any of the consulates or embassies of the country you're interested in visiting.

Certain aliens are exempt the PP requirement. Spouse , Children, certain orphans and parents of USC's are exempt the PP requirement. They still need a visa though.

No legal way. If you owned your own plane you could I guess fly in and land at some desolate runway or if you had a boat you could do the same making sure either could not be traced back to you.
