The NCL America ships (the Pride of .... ones) do not have casinos. While in Hawaiian water, cruise ships are not allowed to have gambling. As the three "Pride of" ships stay in Hawaii the whole time, NCL decided it would be a waste of space to have a casino on these ships.
The other ships that do sail to Hawaii (such as the Island Princess, Celebrity Summit and Infiniti, NCL Wind, Hal's Amsterdam, etc.) do have casinos, but are not allowed to operate them once in Hawaiian waters.
When I was on the Island Princess last year, the casino closed down when we reached Honolulu and didn't open again until after we left Kona.

Yes they do.
I just came back from a cruise last week and did really well playing roulette. Here's some numbers to try that worked for me:
13, 14, 15, 23, 32.
Have fun and good luck
